Hi, since the Neverwinter wiki is kida trash when it comes to this and since inspecting the companion item itself reveals far less then I actually want to know, I feel I must ask the more experienced forum dwellers about companions.
I am looking for a companion that does several things.
1. has a no cooldown attack that is swift (sellsword, tief) as opposed to hard hitting (f.ex the dog attack, but that has a cd)
2a. generates combat advantage by staying in melee OR
2b. generates combat advantage trough a skill (so either melee or ranged )
3. its active bonus is something related to either HP, Armor Pen, Crit Severity or movement speed, or some other effect that achieves the same thing, f.ex. an effect that applies a slow on my target would increase my speed, relative to my target
Right now I have like 600k AD and am willing to spend 100% of it on such a companion.

I have tried the Blink Dog and he sucks, hard. One fourth the DPS of my sellsword with no aoe.

I don't think you are going to find a striker with 3 defense rune slots. Though not available as a single purchase, the Erinyes of Belial, from the Scourge Warlock pack, has a main attack with a 1.2 second cooldown, gives +5% crit severity, and has 1 defensive and 2 offensive runes.
The Young Yeti companion is relatively cheap, has an attack that has no cooldown, but has 3 offense rune slots.
The Blink dog has an attack that specifically teleports it behind the enemy, its passive grants +2% combat advantage damage, its main attack only has a 1.2 second cooldown, and it has 2 offense, 1 defense rune slots.

If you apgrade the blink dog to at least rare, it will also grant all around combat advantage against it's target for a few seconds. At epic quality, it gives 5% extra combat advantage damage. It's the best pet if you are all about combat advantage imo.
Zhentarim warlock has a very fast attack, but it is ranged.
Cantankerous mage gives combat advantages and can push enemies back. His storm pillar is also a pretty quick attack (1.5s cooldown)
Anyway, I don't think you will get everything you want in one companion...
Right now, my sellsword/tief do mostly what I want , they attack fairly fast , roughly once a second and can hit multiple foes.
But their combat advantage is positional only and since they get pushed every which way / the mobs dance it not that easy to attack from combat advantage positions.
...it would maybe help if you'd tell us for which char class you'd need it.

-does not scale with attack power , regen , life steal , deflection (except for pvp), recovery, defense, scales poorly with crit.
-scales with (in order of impact) MOVEMENT SPEED, health, armor penetration, crit severity. <- these attributes are desirable, as I have stated in the OP
-as such I would like a companion that increases one of the desirable stats, but this is not mandatory, I can have trash companions that increase desirable stats active but not summoned
-the summoned companion however needs to attack quickly, be in melee OR generate combat advantage , a ranged companion that attacks quickly and generates combat advantage with a 100% uptime would be desirable obviously because of Stem the Tide, but it's a 5% damage boost so not critical.
-having three defensive runes would allow me to socket the attribute transfer runes on him and give the companion items with armor penetration ( since that is the only desirable stat that would be transferred since, because of poor coding, bonus health on the companion from items is not transferred )
I looked through the collection and from what I've seen the green slime, the pseudo dragon and the cultist of air come closest to your desires. Only the slime has a defense slot though. You should take a look into the collection yourself, if you right-click on a companion icon in it, you can even see the stats sheet.
@OP If you are planning on spending a lot of AD to upgrade companions I'd hold off for a while , many companions have active bonuses that desperately need updating to be more in line with the module 6 stat changes and whatnot so it wouldn't surprise me if the devs run a update pass on all companions sooner or later , hopefully sooner.
...the green slime currently also costs like 50k AD on the AH, since we just had had Respen's Marvelous Game. Though m not totally certain the attack frequency is that high (got one on my HR, but rarely have it out, Beer Cooler does the much better (though sometimes too good :^/ ).
I also play a OP, and that sweet dog of pwn juice increased my damage by 30%+ (ie my combat advantage damage) and the CA it grants is a debuff on the target for 5 seconds for the whole group so ie 15%-40% for the whole group when doing dungeons, depending on how much they specced into CA.
Get it and dont look back
BTW it happens to be one of the fastest Companions gift stacker I have seen, at one point a friend reached 5 stacks of it, and the only other pet I have heard of able to do that is the Zhent mage.
I also play a OP, and that sweet dog of pwn juice increased my damage by 30%+ (ie my combat advantage damage) and the CA it grants is a debuff on the target for 5 seconds for the whole group so ie 15%-40% for the whole group when doing dungeons, depending on how much they specced into CA.

IMHO&XP all companions have crappy combat AI at Lvl 1 which then gets better when they level up.
Companions tend to be a mixed bag; it's hard to find one that's perfect for your needs. The Vicious Dire Wolf, for instance, doesn't do much damage, but its interrupt ability is great if you need more time to kill an enemy. The Phase Spider is very good at getting behind enemies, but it doesn't attack quickly. It does, however, seem to survive very well in a fight, and does a fair amount of damage. The Powrie hits like a truck, but her attacks take forever to build up and she has a bad habit of attacking the first minion you do, which often results in her attacking something that's already dead.
Which companion to pick depends a lot on your priorities: if you want combat advantage first, maybe look at the Phase Spider. If you want it to deal heavy damage, perhaps take a look at the Powrie. If you want to inhibit an enemy's ability to attack, maybe look at the Vicious Dire Wolf. There are even other possibilities, though some are hard to obtain. The Fey Panther is great at knocking enemies down, for instance. If you want to be able to handle multiple minion-level enemies, the Mystagogue might be worth looking at, as well.

I dont think you can get one anytime soon though.
