Upgraded artifact still green

I upgraded my lantern and and have been continuing to upgrade it but its still showing as green (at rank 39) and only gives me a buff to crit, I'm reluctant to upgrade it further as even in the refinement window there's nothing shown in the (upgrading will give you) box.

Is there any way to resolve this, besides deleting it and buying a new one from the AH?

To clarify I have successfully upgraded it using reagents
