Control Bonus/Control Resist seems not properly working

Been testing the set bonus of Valindra against HR. But seems it has no effect at all with or without the use of Valindra set. The root still lasts 2-3 seconds. And i don't know if there is still a need to stack these things on this mod which apparently it is not working properly :/ CW's Oppressive Force that has 90% control can be easily escaped by DCs and HRs. Well I am confused now, how this being done.
