I think it comes down to this: Should players who do not have the new bis sets just not que because they didn't prefarm? Because I'll bet most people in pugs will not have them and you will end up with them on your team more often than not. Like most of the team, most of the time. So it doesn't just put the player without the gear at a disadvantage, it puts the player with the gear at a disadvantage as well. And it won't help anything to berate them , it will just HAMSTER them off and make them not que which will lessen even more the pvp population and extend que times even further.
So there it is. The system is flawed because it simply is flawed and it will hurt everyone. People can make it worse by accusing those without the gear of not prefarming but that will only make a bad situation worse.
No matter how you cut it, no seals while leveling 60-69 is just a bad for pvp.
Very well said.
It seems people who already have the set just dont care about others. not every player is the same. Not everyone could pre-farm for whatever reason so making half the players able to wear there set at 70 and the other half not able to is a really bad idea.
I won't say anymore, I always prefer pvp to be balanced so that's why I said it and I hope this doesn't affect 70 pvp too much.

Thanks. I think skilled players will be fine till they get to around the top 10-20% in the leaderboard- assuming the elo works the same way. At that point they will have gone through unskilled players with good gear and will be up against good players with good gear- the seal farmers. Hopefully though, the journey from the bottom of the leaderboard to top 20% will supply enough wins to get the gear. That all depends on how large the pvp population is at 70 at that point. Which is why I am by no means on fire to get to 70 and swim with the level 70 bis, who got there first. Let the field swell up with fodder first. That is how I see it anyways.
Curious if anyone factored this in: The level 70 grim gear is not horrible. It is not as good as the burning gear, but not wretched. And it is super cheap in terms of glory and seals. I only have a handful of seals on my character but it is still enough for me to get a full grim set. I think this helps the situation. It really only takes a small amount of seals to get that set.

Rhix daily only gives ADs at 70 now...
Do the DEVs find this amusing? 500 glory and 1 seal per day. Wasn't pvp painful enough? I have to endure it twice as long just to gear up while some pre-farmed in half the time.
The worst part is that I have to WIN just to get anything. Spend 2 hours until I get lucky and group with a good team. Fighting pre-farmers and their burning sets. You don't get glory for getting wiped, so I'm stuck with 500-800 per day.
