I think it was discussed a little. The reason given wasn't to remove another AD source but more because having to run all the way up to the noble boondocks was annoying.
were they replaced with anythign else that gives ad?

And my response to that rationale is that it's hogwash, but I will restate here that if the devs feel a game mechanic isn't user friendly, they should look at ways of making it user friendly rather than removing it.
Because no matter how someone up top tries to justify it as doing us a favor by saving us from having to run up those stairs (omg, so hard!), it *is* cutting into player income that comes from actually playing their game. In particular, PvP and Foundry-focused players don't get a lot of rough AD from dungeon salvage. Having a double-paying daily once a week(ish) was a help to them.
"Dailies" on a six-day cycle is a silly system. If they replace them, make them weeklies. Pick em up on Monday (or whenever) and finish them by Sunday night. Fewer visits to Neverember that way.

i second this so much.

There you go... request to make them a weekly quest, not remove them.
You know, it's *totally not inconvenient* to trot up to see Harper Boward in PE to get Culling the Cultists and turn it in again *every day* if you're doing any Well of Dragons quests, when a copy of her exists in Well of Dragons too. Nice to see such consideration for saving us from all that unnecessary travel... um hum.
I like the 6 day cycle. If a quest fell on a day of the week that didn't work for you, you knew it would be a different day next week. It offered options that a static system cant.
And, I for one, am upset these will be gone. Ill toss my voice out there in support for bringing them back.

Weekly quests would allow you to pick them up whatever day worked for you and then you'd have until the global reset to get any that you completed turned in for the week. No guesswork, and only one trip to collect and one to turn in if you didn't feel like going multiple times (and for crying out loud, if you're going to see Boward and her cohorts all the time anyway, you're practically there already).
While I haven't specifically made a point of doing most daily quests in a long time, I did make a point of *having* them in order to capitalize on it when I fulfilled their requirements.
I am mostly resentful that this is being framed as making the game more convenient for us. Hogwash!

...this is interesting. So the "Harper Boward and Friends" stuff will be omitted from Tyranny of Dragons, too?

Just to note that PE zone chat is a bit taken aback by this decision. Not necessarily enough to come here to express an opinion, but not pleased either.

I have a problem with this ... but if they were to make a weekly to be offered by Rhix that would be awesome. That we could do like a daily a day working towards getting the weekly.
I don't like people trying to make justifications like "We didn't think it was proper to have a daily quest giver and then a totally separate one you had to walk to". The problem I have with that is the fact if you did away with Neverember then what do you say about the ToB battlemaster? You can't talk to him remotely either, he is in fact in a separate load screen to boot and you have to walk up to him as well.
No this wreaks of nerfing AD to the casual players and making botters even more rich while hurting the normal players that might not have time to run this game for 8+ hours a day.
Neverember is basically a weekly vendor ... so my thought is just reassign his tasks to Rhix but have them reset every Monday but every Monday you can pick them all up and knock them out at once or as the week goes by but regardless you have Rhix daily quest and then Rhix weekly quests.
Personally I think if you rip quests from Neverember then you should reassign the Battlemaster quest as well and put him in with Rhix. One stop shop and remote pick up would be benefical to players ... simply removing AD quests isn't casual player friendly. Unless you plan on upping the drop rate from the Dragon heralds where you are getting purple gear drops guaranteed 1:5 making it possible to get 2 - 5 gear drops in one round. I have ran Heralds 2 times in a row with great successes and still not gotten a single purple drop from them.

And I think you're being a bit rose-colored in your view, but it remains to be seen.
The only reply on the subject was effectively, "we're still monitoring available sources of AD income".
Until I actually see a note saying they're being replaced and not just removed, it doesn't exist.
Edit: You know, "pitchforks" is pretty harsh for making what I think is fair criticism when faced with a dearth of dev feedback. Assuming that they must be planning on putting this stuff back in as weekly quests is no more informed a position as assuming TPTB think we all make too much AD.
Watch them actually come out with something better (or just that Rhix gives the weekly double dailies now) and make all this complaining moot.

Will Lord Neverember continue to give weekly quests?

This is most likely exactly what they're doing.
Put away the pitchforks, folks.
