It varies slightly depending on what stats you want to focus on. Currently, I'm running a 2/2 Master assassin/swashbuckling set with CN set weapons.
Key things to focus on: power, crit, recovery, deflect, armour pen, and lifesteal. If you can maintain those in a decent balance, you'll be fine.

Mod5 is soon to be released,maybe within next couple of weeks, if you can wait for that then people will be able to give you a better idea because there are some changes to the TR.
i myself have been looking at draconic gear for pve, mainly because i am working through tyranny of dragons campaign and i am hoping to get some more drops. i got bracers on a drop and bought some boots for 10K AD (just for set bonus, not thats 150 AP gain is good, but i figured its a bonus), but again this may be useless with the changes so i wouldn't invest much in gear right now.
dont buy anything from AH!!!!
m5 is just around the corner
try grinding for t2 set
for scoundrel : assassins or swashbuck (FULL SET)
after that try to grind for full draconic set
m5 will give us trs totally new paths and features. no more need to stack critic (100% while stealth) go:
power/arp/deflect/life steal/hp for scoundrel.
how to get there?
find a good guild or just join legit channel.
have fun.
Swashbuckling set is awesome and if you run dungeons with epic keys, you can get the whole thing pretty easily. Weapons from the campaigns are the only ones I've ever used because I don't have time for dungeons most of the time. Buy the cheap pieces on the auction house if you don't want to grind but don't spend hundreds of thousands of AD on it right now.

Assuming the "auto-crit when attacking from stealth" changes make it to live, the priorities for PvE will be:
* Power > Deflect > Life Steal > HP > Recovery > ArP
If you know something to be broken, stop using it.
Otherwise, you've got no right to be speaking of 'balance.'

I totally agree. I'm running that now until I complete the Black Ice set to see how that works.
