Heroic Encounter Domination not working

The Heroic Encounter Domination continues to not work. It will show up on the map, show up as a bar when you're near it, but standing by the nodes does nothing and the scoring system does not initialize.

And this fact has made open world PVP pretty much worthless because it gives people absolutely no reason to enter the PVP zone except to sneak in really fast to do your daily PVP quest (which also has nothing to do with PVP except being in a zone that flags you for PVP)
