The Neverwinter exe fails to update with a file locked error for any patch when you patch without launching from Arc. You then need to redownload the entire patch when you launch it from Arc. At least keep a backup and do a checksum or don't download the patch at all unless you run from Arc. Better yet would be to actually allow the patching to work.

Well, I can't seem to get past the second loading screen it just freezes now, Since yesterdays patch I mean. and it doesn't seem like this community is big on responding to people. Ive found nothing on the issue or ways to solve it. I originally had it through steam. after update It froze, then i uninstalled and reinstalled on steam, Same problem second loading screen stops responding. Then I uninstalled, Downloaded arc and game, and it freezes in the same spot, ( neverwinter loading screen)

Don't you need to use arc to connect to the patching server? I thought that using the exe just sends you directly to the character server.

This often happens after a patch ,it doesn't matter how powerful your computer is , all you can do is wait , as far as i know it is the client files being updated by the patched files and can take several minutes sometimes , just leave it and wait and it will eventually open up the character select screen.

How would you like people to respond?

Here's the fact: whatever issue you are each experiencing the problem is either with your computer or your Internet connection. The community would love to help, but without having the ability to actually log into your personal computer, there just isn't much any of us can do.

Here is my only tip: if reinstalling the game doesn't work, it may be time to completely wipe out your computer and reinstall Windows completely as it tends to eat itself slowly over time. I rebuild my computer at least once every six months.
