My friend came up with an idea where there could be a tool where people create a zone with quests and everything and for a chance for it to be added to the game. We were thinking that it would be cool if something like this existed.

Please read up on the Foundry - you can incorporate existing zones (somewhat) into your quests. You can create some very large maps in which your quests take place. I do not think they would ever make these user-created zones persistent in the way that regular ones are, though.

I do believe he ment making your own zones, not using the Cryptic made zones. It would be a great idea to be able to make your own zones, but there are issues of, should they be open to anyone to come in and join publicly, how do you set the zone's level if so, etc, etc.
It is a good idea and can really expand the game.
