When the new SCA feature was introduced on the Gateway, there is a tutorial that each character is supposed to go through. This tutorial shows you how the SCA works, and also is apparently the only place you can get the damaran shepherd companion. One of my characters never got to go through the tutorial -- instead bypassing it and just going into the main SCA menu, which was a little frustrating. Not only missing out on a companion, but also now having it be impossible to ever complete the brand new Collections system.
I did submit a ticket, but it was just closed without any resolution. I also submitted a bug in-game...probably too late for me, but maybe it will get fixed before affecting too many others.

You mean Sword Coast Adventures (SCA) , right? Not Call to Arms, (CTA)?
First suggestion I can ever give anyone is to clear your browser history/cache/cookies completely, re-log and re-try if you haven't already. This often seems to work for many Gateway issues.

Oops, yes, that should be SCA. Too many acronyms...
Didn't help, though. Suspect the tutorial is probably contolled by a yes/no flag of some sort. If that's the case, if it is mishandled or initially set incorrectly, then the only way to fix it would be on the dev side. And since I had no luck getting help there, I can only hope it is not a common occurrence.
