Making Refinement into an actual profession would be better than the current system. You have all the ingredients you need to make it happen.
You have the different ranks of gems, which you only need to split up between ranks 1-20.
You have the reagents that you can use to help the process work. Instead of a percentage chance of success, at least on the low-to-midlevel enchants and runestones, you could factor in a timeframe of completion to prevent market flooding.
You could add in a collateral asset to place wards that would be used up in case the percentage fails on high-level combines, similar to other professions. You could even let the collateral slot be optional, though your best place for a diamond sink would be there.
Add in the green, blue and purple quality assets. Leave timeframes alone.
Ideas for tiered successes could be additional results, like a bag with random enchants or stones, or multiples like in potions.
Now, if you were to consider this, the idea of unslotting comes back into play. You could charge 100-10000 diamonds for unslotting instead of gold, since you could put the reagents on the vendors.
over all I like this but if they're worried about the possibility of the market getting flooded all they'd have to do is make the crafted items BoA.

Well, I could see a jeweler profession being able to craft rings, necklaces, and several of the refinement gems.
Another idea would be to create an archaeology profession that "tracks down" various items of use - like reagents, marks, etc.
Related to archaeology above, what if there was a relic hunter in PE who gave out daily missions to seek out specific items of value, which they then buy off you for a selection of reagents, refinement stones, marks, etc.

Or you could just add a task to the alchemy profession to make reagents. That would solve a lot of problems.
