Unlock 'Complete a task and earn the Tier 3 result'
How does one get 160% for the chance at tier 3.
4 purple tools gets you 160%. Of course you don't need to max it out at 160%. Just need it above 100%, but obviously the higher you go the better the chance you have at getting the tier 2 result.

The only cheap way to do it is to ask you guild if anyone has some spare epic tools they wouldn't mind lending out for you to open the slot, next cheapest would be to level artificing, since the tools for artificing are dirt cheap compared to every other profession.
The only way at a "chance" at the tier 3 result, is to keep adding "tools" with good quality, "green, blue or purple" until you at least get at least 1 percent in the tier 3 range. A 1% chance sucks and will take you forever.
When I craft to get the maximum 60% chance to get the tier 3 item I need all purple tools. The quality of the worker just affects the speed of the item being crafted.
In your position you would need to see how high you could get your tier 3 percentage up high enough to have a decent chance to get it. So, borrow tools from a friend, or see if someone is just gullible enough to hand you over 4 purple tools to borrow and then you can get the maximum "40% tier 2 and 60% tier 3" chance.
DO NOT attempt with the highest tier items to get a rank 3 in. You would need those dragon eggs and that could become expensive. Choose the lower level rank 3 attempts where you use cheaper ingredients.

Mithril tools cost 1m+ AD and you need 4 to really guarantee a Rank 3 success. Join a Guild and gain the confidence of your guildies, then ask to borrow them for a day or two.

I have 2 purples and 3 blues for alchemy. I have managed to open this slot on all my toons with this and i think the worse attempt was 4 tries.
Alchemy is fairly cheap and the upside is you will make things you can use (more pots) when leveling other toons in this class. i consider alchemy the second most useful profession and use the distilled pots and other specials quite frequently.

I worked towards obtaining 3 mithral alchemy tools during the latest Lillend promo. I found deals on iron and steel ones and upgraded them, keeping my personal costs well down. I have extra steel crucibles as well.
These will work to unlock the slot on every character I ever make, since alchemy is also usually the profession I level to 20 first. And even a "failed" attempt at a rank 3 result produces something useful or sellable, just less of it. So far I've managed it on 4 characters, but I only work on this on the weekends when it's easier for me to transfer around the vitriols I need to whoever has a rare task up that I want to do.
As a bonus, crucibles are used in artificing as well. Incidentally, this means deals can still be found on crucibles because they can still drop from the lockbox profession packs, though of course this is subject to change, possibly with the new module. Just keep checking the AH and working towards it. You don't have to buy mithral tools outright.
