Fatal error after leaving the new ruins and going through portal to dailies

A friend is having this issue. The error mentions a hogg file. He has tried verifying all files several times. He has rebooted. We have moved his character further into the ruins area. All still result in him getting this fatal error when he logs into the area or goes through the portal to the dailies.
I did a search and only see this sort of issue addressed last June at the earliest where a poster says to delete the hogg file in the pig folder. I had him search for the file and he doesn't have one with today's date but he has 3 others, one from 2012. I have like 5 and one has today's date.
I am wondering 1) Can he delete all the hogg files he has and is that a possible fix? or 2) Should he reinstall?
