Well, as ever, it's not that simple. If you're the only CW, it's far and away the best for DPS, control and survivability, post balance patch. No contest. You'll see some very below-par players packing primary SW and speccing renegade, but don't pay them any heed.
If there are two CWs in the group, it would be good to have Shadow Weaver in your bag as a secondary set, as the buff from that would benefit overall group DPS more. The HV debuff from two CWs does not stack.
Obviously, having both sets, properly enchanted, isn't cheap. However, if the AD are burning a hole in your pocket, it's an option.
It procs for you too. Sometimes I even see it on bosses.

High Vizier is beter only in 1 aspect and that is recovery of encounter skills (ur CDs are at most 1 sec faster). But SW is better cose of proc which affect whole party and cose u build ur AP faster with SW.
If u dont know why u build AP faster with SW then with HV then i understand why u think HV is better, but u dont understand CW class

Aren't you on Beholder server? I am not talking about PVE, but I can easily show you how HV is better in PVP ;p

I'm afraid you're badly mistaken. I have both sets in my backpack at all times, but I run 99% of the time with HV and both party and my personal damage(and control) is higher with HV. Mind you that I am specced to maximise the stacks of debuffs and buffs with a full on Thaum build. If you want a detailed discussion then you probably ought to read Copitcone's thread on the Thaumaturge spec and why it synergizes so well with the HV.
When I ran a Renegade build (before it was nerfed) I was in SW all the time, but now Renegade << Thaum in damage and control so there is very little benefit to it or SW.
