Ok PvE newbie question

so when i first started playing, i came to the understanding that PvE refered to all non PvP or foundry content, like leveling and quests etc.
not that ive hit 60, and my gear score rises, i have a feeling PvE is starting to mean something else? i see daily quests for PvE "sessions" in Gauntlgyrm, and people consistently looking for and recruiting for "end game" PvE teams and guilds.
does this confuse anyone else? or am i missing something obvious here?

The new zone is going to be a mix of PVE and PVP.
