2 Minute Lockout on Everything?

So, I was all up in this Rogue's face, and he was like "Yo, man. Let me knock you down a peg. Here's a 2 minute lockout on everything."

I've never seen this before since launch, and I can't find threads on it anywhere. I believe it was closer to a 1 minute, 30 second lockout on everything. It even reset my invocation's timer to 2 minutes. I am not sure what even caused this at all.

I also have it on stream for the exact occurrence, but I haven't highlighted it yet.

That's a combination of a certain weapon and armor enchantments. They get bugged if a player has both of them and causes their target to get the 2 mins cd. Not many people use them thankfully, so it's not that bad, but I'd still like to see it fixed by the 20th when the big patch comes live.

I'm guessing it's Frost with Frostburn, but I didn't see either enchant. I'll re-watch later. Still reporting it. Thanks for the response.

I've actually had this happen when questing (no PvP involved), without any armor/weapon enchants, so it may not just be that. I wish I could tell you the specifics but I honestly don't know. It was in the fiery mountain zone, was doing a quest, got knocked around by some of the monsters there and it put a 2m cooldown on everything. I can't say for sure what powers I was using or exactly what monster attack caused it, unfortunately.
