Lv60 Gear Options

I'm close to level 60, and I was wondering if someone could explain what the different options are for obtaining and upgrading gear at that level. I know of the PVP Glory gear and the gear at the dragon seal vendor, are there more? What pieces are the least to most powerful? (I'm a trickster rogue btw). How do you get the special enchantment things I keep hearing about? And finally, is there any way to upgrade items, from like +1 to +2? Or are the pluses inherently fixed on an item?
