BUG: control wizard 4 set pvp does not work for ray of enfeeblement

It's supposed to reduce the cooldown of the item in the mastery slot by 25%, but it seems to do nothing to ray of enfeeblement. I've not checked if it works for any of the other skills - at work at the moment - maybe someone else can check.

    From what i have seen it does not work period.

    it doesn't work on anything :(
