No quest at the Blacklake area?

So for my first playthrough up until the sewers, I was a Great Fighter Warrior and I didn't like it too much, but I got many quest in that area like break down doors and rescue villagers. But after deleting my GFW and making a wizard, I went back there again and I didn't get the same quests as I got for my first playthrough. Is this a bug or something or do I have to reach Lv7?

    i had the same, a lot of quest for my human priest but not for my dwarven guardian, tried to delete my guardiamn but could not.
