All your work is saved server side and validated by the server, not the client, it wouldn't be possible without changing some major changes to how the game worked.
When the servers are offline, so is your Foundry client.

The Foundry client is an integral part of the game client. In fact - they are one and the same. When you go into the Foundry, you are basically going into a private "instance" of the server. So when the servers are taken offline for maintenance, it means everything on the server. Not to mention that most game update patches include updates to the Foundry system itself.
So if the Foundry access were available offline, and a major show-stopper bug were fixed in a patch - all your work in an offline Foundry system would be wasted, because of the changes made to the system while you were working on the old system.
I know all of the above is a really simplified explanation, but meh.
