TOOLTIPS errors on artifacts

I was in a recent party chat and some players were trying to organize debuff artifacts. They wanted to ensure someone used Charm of the Serpent, and no one used Heart of the Black Dragon. They were making these decisions based on the bad tooltips of 16% and 6% debuffs of those artifacts.

Charms tooltip has been wrong since January 9th, 2018 (3.5 years!). These are just tooltip bugs....why arent they getting fixed? 🤔
