Loadouts have been moved to the wonderous bazaar thus the leveling coupon for a free loadout from the zen store is not going to work as there is no loadout to spend it on,

That's right, I got the coupon yesterday and went to the Bazaar - it allowed me to purchase a loadout for free.

And to add , the loadiut is account bound . So it can be moved to a different character if need be .
