Make Halaster's Cloak Account Bound

The cape for flawless Svardborg as well as the one for Zariel's Challenge are both account bound. The one for flawless Tower of the Mad Mage is not account bound. Could this be fixed so that people who have attained the cloak for flawless ToMM is account bound reclaimable from the rewards claim agent?
