Butterfly Bilethorn Buffs Enemy Movement Speed By Massive Amount, Instead Of Slowing Them

I was going to upgrade my butterfly bilethorn today, I heard that the damage bug for it was fixed and it does same dps as the origional bilethorn now. But to be sure, I asked around first since it occurs to me I never see anyone using it. Multiple players told me it buffs enemy movement speed instead of slowing them.
To confirm, I just had someone else with an r14 butterfly bilethorn que onto a PVP map with me to test it, its definitely buffing enemy player movement speed, by a huge amount. I am insane fast when I get hit with it.
I was wearing an elven battle r14, if that matters any for replicating this bug.
