Cannot Retrain but only in PE

Sitting in PE, I have 14 retraining Tokens, and 500K Refined AD on the character, but the character sheet's [Retrain Powers] button on the Powers tab is greyed out, in addition, the [Retrain All Boons] button in the Boons tab is also greyed out.
It worked fine on Monday when I retrained.
Went into REDQ (Epic Grey Wolf Den), and the option to retrain is there.
Come back to PE again, it's greyed out.
Go into the Workshop, and it's available again.
