Tyrannical Curse Visual Fix Also Hides Effects From Caster

The latest patch notes read:
"Scourge Warlock: Tyrannical Threat's visuals will now appear less complex to players who didn't cast it. This should improve performance a little bit in cases where multiple Scourge Warlocks are playing at the same time."
However, as a SW, when I cast Tyrannical Curse, I cannot see the full visual effects, only a thin outline, even when I am the only SW in the party. Is this working as intended or was the caster also included in the change?
