Remove pve bonus / set bonus from gears in pvp will solve the problem.
Thats what I keep saying. Disable ALL (yes including underdark rings) pve bonuses from gear. TR seems to have been fixed mod 14. Those things combined should be the closet thing to balance pvp ive seen on ps4. I have no idea how difficult that would be but imo its the best option.
