Mount Insignia Bug

Currently I'm looking at three mount insignias bonuses and I'm seeing a bug.

Vampire's Thirst says that I get 1.2% of my max hit points per second. And shows 140 hit points.

Survivor's Gift says the same thing, 1.2% of my max hit points per second. Showing 140 hit points.

But.

Oppressor's Respite says that I only get 1% of my max hit points per second. But shows 187 hit points.

So how is 1% of my max hit points higher than 1.2%?

And another thing my max Hip Points are 82,636 so 1% should be 826 not 187. Even unbuffed my Hipt Points are 25,354 so at the least it should be 254 per second. so all of these are broken.
