Unable to View ToD Campaign Completion in Zen Store on Most Toons

I am unable to see the completion package for ToD in the zen store on all but one toon and wanted to grab it while its 50% off. I have one toon without any boons that is able to see it. Can anyone confirm if I can buy on one character and pass it to another or does it bind to character on pick up?
I abandoned all ToD quests, logged out, finished some random quest in another zone and it still will not show up for me. Not sure what else I can do to view it.
