[PC] How does Elemental Empowerment work with DoTs?

With CoI/RoE, does EE have a chance to proc with each tick? If so, would 2-3 points be enough for single target fights? Since the effects don't overlap, and last 12 seconds, maxing it is probably unnecessary.
As reference, consider Sharpedge's SS Ren build, which only put 3 points into Nightmare Wizardry (proc 12% of the time on crits). When I asked about that in the thread, he said 3 points was enough because he found the feat proccing often anyway (and that has been my experience too, running that build for a month or two).
So, can 2-3 points into EE get me a decent uptime?
