2x Refinement Issues

I have noticed that high level refinements such as Bloody Rubies and Black Opals are not doubling.

Is this normal, a bug, or am I doing something wrong?

    It is 2x refinement drops not actual refinement, 2x refinement for actual upgrading is not until october.

    It's only runestones and enchantments, so I don't thing those apply, there refinment items, but technically not runes or enchantments, their precious stones
