Vouchers in Regal Stronghold Pack are BoC

Why are the Vouchers in the Regal Stronghold Pack bound to character when you open the pack? This is a lockbox, items that drop from lockboxes are not supposed to be BoC. the devs have screwed up with other drops like the Blood Crystal Raven Skull and the Eye of Lathander when those were first placed in a lockbox, but this is the first time that a non class/character oriented item was bound.

There is absolutely NOTHING in the tooltip of the Regal Stronghold Pack that would indicate the vouchers contained inside are bound to my character.

@strumslinger @asterdahl, you guys are busy, but this needs to make it into thursday's patch

    Literally every voucher that has ever existed in the game is Bind to Character on pickup. Even vouchers you get from the claims agent through various promotions. There has never existed, to my knowledge, any precedent or reason to expect vouchers to not be bound to the character that gets them. The closest I know of is that the "crate" profession tasks are called "vouchers" in the web interface links (just check the source code), and those are bound to account.

    I don't know what their problem is with not making all vouchers bound to account (they don't want you with alts in multiple guilds but only feeding the one guild, maybe?), but they've always been bound in some form.

    Actually, the epic vouchers from the Stronghold Starter Packs aren't bound, and therefore get sold on the AH for rather ludicrous amounts. It was somewhat reasonable to expect that the lockbox ones would use this set of item IDs.
