It'd be kinda op compared to the other stat boost effects. Such as: I think it should say "and" not "or". Either way this one seems to cap at +6/0/+6. Anyways, getting +20 or +30 just for being the only Eng ship.. yeah, that's OP.
2.5% of __is actually usually a bigger payout then +20 and +30 But even so I think it's really a case that those bonuses are tuned a little low. I still stand by that 'cards' that only gains a benefit by being by it's self exclusively is not very immersive or interesting.
Enh... it's a +30 bonus, that's a lot higher than the other stat bonuses ships get. Actually, bonus stat abilities are weak in general. The rest of them won't give more than +12 stat points. It's a display bug actually. click on the yellow "i" to bring up the bigger version of the ship stats and it shows it as 1d 12h.

I'm impressed so far with the stuff i see. With one exception, science heavy missions are going to be a nightmare for KDF! When they return, they go into a "cold-iron" period for 30 days to perform needed "maintenance/repairs" and are considered "not available".
