No offense, but even being 65 doesn't mean you are ready for advanced or elite. It has a little to do with the synergy of your build and a lot to do with the pilot. Creating a gate would be harder than just saying levels below X can't join.

Instead of making us keep them in inventory they need to make them an ability that is awarded to you when you 'use' it. Then the item disappears and you have a new pet ability sorta like emotes. Maybe not the best solution for vanity shields but would definitely work for pets.
