I can't remember where I got this info from, so it might be non canon, but I think the problem is the antimatter in the torpedoes? Doesn't it get siphoned from the warp core - so away from a Starbase/refuelling station, it's a finite resource. The other bits can be replicated, but the antimatter can't...

T7 might indeed not happen, but banshir is correct in what he's saying. People are clamouring to buy new versions of existing T6 ships even though they aren't technically T7. It's an interesting observation.
