Creating Klingon Characters?

Sorry for the noob question. but were/how do you create a Klingon toon? is that a post-launch option?

    You get to Lt Grade 6 and they unlock (and start at Grade 5). They have no tutorial or real PVE so the early Fed levels are the tutorial.

    You can unlock them well before level 6 if you'd like, you need to complete the 'Stopping the Signal' mission OR reach level 6, whichever comes first. It's pretty easy to complete that mission at level 4, have fun :)
