Skill Up causes Crash To Desktop

Ok so I have just blasted the Gorn out of the Dace system (Regulus Sector) as part of the "Patrol the Kassae System" mission. I now have 100 shiny Skill Points to spend on my Captain (actually its 119 but whos counting ;P )
I am Lt 9 with the following skills
Engineering Team Leader: 4
Science Team Leader: 4
Starship Command: 4
Tactical Team Leader: 4
Starship Energy Weapons Training: 9
Starship Projectile Weapons Training: 9
Starship Engineering Training: 0
Starship Warp Core Training: 8
Starship Operations Training: 9
Scientific Practice: 0
Scientific Theory: 0
I set the filters to show Trained (OFF), Available (ON), Unavailable (OFF)
when I then try to add to my Warp Core Training skill to bring it to 9 I get Crash To Desktop, with an automatic Crash Bug submssion window.
Restarting the launcher then takes about 5-0 mins to verify th 95010 files in the game before I can play again.
this is a definate bug/showstopper and I have successfully repeated it 3 times.
can anyone else comment on smilar situations that cause CTD from skill up menu (is it being caused by the filters or is it the warp Core lvl 9 itself?)
NB. I have had occasional ingame errors applying skill point upgrades although these are normally associated with BOff skill-ups and tend to work on second try and do not cause CTD
