Couple of issues found here.
First, the NPC you interact with when you first beam there says it Starbase 13, not 24.
Second, this place is very laggy and has crashed on my 3 separate times, 2 of which were full crashes that I had to submit reports for and the game had to re verify every file (over 90k worth). Until I see a resolution, I'm going to steer clear of this place.
