The target nearest enemy function only seems to target the nearest enemy in your viewing direction (I.e your looking in one direction and targeting something 20km away when there is an enemy 5km behind you that the target nearest enemy function fails to pick up)
You need to change the option that says something like "tab-target off screen targets". I'm at work and can't remember the exact wording, but it's in there.
I have the tab off screen enabled but for me at least this doesnt correct the problem (also this is not pressing tab to select the enemy but 'R' for nearest enemy just in case the tab off screen function doesnt function for all targeting methods)
