Lost the ability to riifle melee

In the middle of my mission I lost the ability to rifle melee. Key number 3 attack is empty and hasn't come back. How do I get it back? Did I use it too much and can't use it anymore?

    press the "p" key, which brings up all powers and weapon attacks. Then drag and drop the melee attack into the spot you want.
