Unable to train Captain's awarded skill points

I am completely unable to train any skill points that my captain has earned. The bridge officers work fine and I can train them, but when I attempt to train up the skills for my captain, I get the error "There was an error while ranking up your skills." Further, I was promoted to Lt. when I spoke to Admiral Quinn, but after a disconnect, when I logged back in I had been reduced in rank back to Ensign. I am now at Ensign 3 and unable to train up or get promoted back to Lt.
