Breen Cold War missions not working for Romulans

Hi,
I'm trying to obtain the "Breen Absolute Zero" space set for almost a year now.

today after months of looking at my available missions window i finally found the "Cold Call" mission.
i completed the mission but there's no follow up missions of the whole "Cold War" mission chain like the missions
“Out in the Cold” • “Cold Comfort” • “Cold Case” • “Cold Storage”

only the "Cold Call" mission just appeared suddenly today, i don't know why.
my toon is Alien Romulan Tactical Fed Side.
