I have been trying to update the client and i get anywhere from .2% done to 4.1% before it stops updating. I am able to click other parts of the launcher but then it will freeze and i need to force close the launcher. i stopped playing way before arc had the game so idk if that matters.

Try this. Find 'StarTrekOnline.exe' in the Arc folder. Copy it into a seperate folder and run that file. If it still doesn't work, reply with your system specs so the Dev's can have a look.
And just on your post in Gen Disc....you will not get a personal response from the Dev's. That is not how they work, and the earliest you could expect a possible fix, IF they can issue one is the following Thursday....not after just 2 hours. Please be patient and let them do their thing. Once you've posted in here, they will see it, and they are not ignoring you.
