Once I get into action, the game freezes and then a crash report comes up and it starts all over again. I have force verified, used a proxy as well and it still crashes. Does anyone have any ideas I can try other than a delete and a full install, that takes a long time.
Did you try to lower the graphic settings?, verify files?
I have the setting on low, and have for a long time. I did the verify 2 times, cleaned up the computer and checked files and nothing has helped. It may be time to uninstall and install it again. I go through steam FYI

There is no difference with steam, it just call the launcher, and you go from there, i know, i use it… There is a setting that disable the stream of textures, if its not enabled it will crash always.. or, you can erase the gameprefs files in the Star Trek Online directory

Start the game in Safe Mode via the launcher, or delete gamepref file. Usually, it will sort this out as it sounds like a conflict or corrupted graphics setting.
Steam does not really do anything with the game except log that a Steam user played STO. It has no other use for STO and I'm surprised STO still lets Steam register anything.
The things I would recommend, because you have a low-end machine is to:-
1) find Startrekonline.exe in the game folder, create a seperate Star Trek Online folder and put the .exe file in there and run that file to reinstall the game. Don't worry, you won't lose anything from your account. Just log in in the launcher and let it do it's thing.
2) make sure to shutdown anything (and yes, that includes Steam) and everything (and yes, that includes browsers and Streaming) you're not using in the taskbar and hidden icons tab.
3) Don't switch tabs on low-end machines. This plays havoc with the game, especially on laptops! The game runs best when it's the only thing running (besides core programs of course).
4) Every machine is different, so tweak settings to find what your machine is comfortable with.

This has absolutely nothing to do with a setting in the options. Why would it? That makes no sense. Why would Cryptic add a game option in the settings that crashes the game?
The game crashes and also the lag or rubber-banding issues in this game are caused by bugs in the game and server-side issues. These issues are not cause by peoples PCs or their ISPs. No they are completely Cryptic's fault.
In the past I have traced these issues several times. Found no issue's at my ISP or PC. Traced the issue's back to the Cryptic servers. Could be connectivity hick-ups or other server-side related issues. Many people reported crashes etc the past years.
When a crash occurs also crash reports are send to Cryptic. If they look at their server logs they will find issue-events to. Cryptic sometimes also solves crash causing bugs (We can read about it in the patch notes).
Mostly after Cryptic releases new content more crashes occur. Maybe servers have increased traffic, or new bugs are involved. Some periods crashes are more frequent then during other times. Incidental it could be caused by other internet related issues but then people see issues also in other areas then STO.

It makes every sense. Ramping up the settings to full on a low-end PC WILL crash it. A fault with a graphics card can also crash it. It is not always the program like you think. Rubber-banding, lag, SNR's disconnects are usually an issue on the dozen or so connections from the server to the client. It's rarely ever the server that is the issue, because if it was, you'd see hundreds and thousands of complaints.
But let me also remind you, that there are MILLIONS of different configurations of machines out there, and it can be something as small as a bad hardware Config file that crashes the game, even if other games work. Try playing an older game from 2000. Is it the game's fault it doesn't work, no. It is the machine, as it's not configured for that game, so you have to go and find the right settings to make it run.

Activating "Reduced file streaming" in first point in options menue used to help me out of this problem some time ago on my former machine.

Turn on demand patching off before verifying.
