It is disabled when another team member uses it. Only 1 instance of Intel maybe in use at any one time. When someone else uses it, you also get the benefit of it, hence 'Intel Team'.

You're thinking of Intelligence FLEET or Precision Offensive on ground. Intelligence Team is like Tac Team, Engi Team, etc. It gives the target stealth and some other benefits.
Unfortunately OP I can't think of an answer to it. Are there any specific situations you can think of that might give us a better insight?

The effect OP describes is what happens with Fleet, indeed. I presume he actually means Fleet.

Stealth and threat reduction that the OP describes would be caused by Intel Team, while the lockout described would be for Intel Fleet.
If it is actually Intel Fleet, that's how it's supposed to work, and if it's Intel Team, all I can think of is that it's a result of some buff clearing like subnuc (some enemies do this).
Lastly, Intel Team only makes you hard to target (not impossible) for 10s, so things that had you in their crosshairs before will reacquire.
Probably shares a global cooldown with another ability.

Being critical doesn't take skill. Being constructively critical- which is providing alternative solutions or suggestions to a demonstrated problem, however, does.

Only cooldown I can think of with Intel Fleet is it gets blocked out if someone else on the team uses it, so you can't double up on it. As for Intel Team the BOff ability... not that I am aware of. You can literally pop Sci, Engie, Tac, and Intel team right on top of each other just fine.
It's not a shared cool down or being removed. It's just grayed out so I can't activate it. Some effect is being used on me. It happens on multiple characters. It's certain enemies like Vaadwaur and Iconians. It's not the general Iconian intel abilities because the "all your stuff is disabled" happens separately. This is exclusively Intel Team just being disabled.
Found an old thread on the subject, if you are blocked from cloaking it can't be activated according to the dev Borticus. I think some of the Iconian stuff can disable cloaking without doing a full knock-out of systems. Not sure on the Vaadwaur, though. If you use things like Sensor Analysis, that blocks cloaking.

I half-remember some ship console(s) also having an AOE that disables cloak, but I could easily be wrong about that.
