Fed Aligned Romulan and the Breen Story Arc

(Third attempt here... twice bitten by the edit monster...)

I have a recently created Fed-aligned Romulan toon I have recently gotten to level 65 and would like to play the Breen story arc. The arc is not available anywhere in the Mission Journal or in the "Available" tab, even though several players seem to think I'm an idiot and I just can't see what should be right in front of my face. Tonight, I had a kind and wonderful player (thank you again btw!) share all five missions with me. Just as I started playing "Cold Case" (as it was the first I clicked on and wanted the Breen Engines for the visuals), I noticed that I was playing for "reduced rewards" and that somehow I was "ineligible to play the mission". The Engines were not even a possible reward.

Is it something I'm doing wrong? Am I being stupid and not noticing which mission or missions need to be played first in order to unlock the Breen Arc? Is there a mission that I might have missed/skipped in my short progress toward level 65 that needs to be done in order to allow access to these missions? Or is the mission legitimately broken and not going to be fixed in the foreseeable future, and I won't be able to play it?

Please help if you can. I have played numerous toons through this game in my many years of playing, and never have I been considered "ineligible" to play a mission or an entire arc. I am including a screenshot if it will help...

    I'm not sure if it is still the case but you may need to play 'Vorgon Conclusions' in the 'Yesterday's War' Arc first.

    Trying looking for Ambassador Surah in Available tab.

    I just finished Vorgon Conclusion, logged out and back in, with no success... I have also spent the last week looking for Ambassador Surah to pop up in the mission journal after each mission I complete, and he still isn't there...

    Any other ideas?

    Have you skipped the TFOs (STFs) that now have been incorporated into the various story arcs? Many times they block off progression. Also, have you done the New Romulus missions? They also are a bottleneck many times to progression. I suggestion playing Cold Call first then Out In the Cold, Cold Comfort, Cold Case, and Cold Storage. Still wish the Available tab had those missions in the correct chronological order instead of scattered in the wrong order. Those are my recommendations. See if they unlock the Breen Cold War arc in the Available tab. May they work! Thanks. :)

    Yah after the mission update, romulans got the shaft. There is no mission giver for us. Typically would be Admiral whats his face for a fed...but nothing for us. I have a Delta recruit that needs to do the arc to finish rewards and its not available. I have played or skipped EVERY mission in the journal and nothing. And sharing the mission with a player doesn't let me get credit for completing the arc.

    So, it's not just me...

    Is there an official recognition of the problem? Any threads? I couldn't find one (looked before I posted)...
