Random TFO rewards

I just want to know what determines reward level. Is it DPS? Number of ships killed? Something else? There have been times where I get 1st place in Romulan mine field and got an Ultra Rare reward box, but other times I'll still get 1st place but get an uncommon or common box.

    Rewards are completely random for the mark boxes.
