cant claim prototype cruiser (discovery) on fed alligned romulans

well what the title says

cant claim on remans / romulans

edit: Jem'hadar (fed) cant either


but we r suppsoed to arent we?

    I can claim it on my Fed, my Disco and my TOS captains. FedRom and Jems can't. I guess it's no big loss for the Jem.

    Jems need all the Admiralty help they can get. Disappointing they can't use the ship, unless it's a bug.

    It should be useable - i think… but it's not :/
    Also anyone can tell me if the weapons on the ship being not-upgradeable is feature or a bug?
    I really like them - the beam arrays description states, that they boost shield restoration and capacity,
    so I would like use them on higher levels too.

    So far as I can tell, the weapons scale with your toon's level.
