Swarm glitches

I was in a swarm with a few friends. After getting past the first objective, the PVE stalls. The map still said that an enemy ship was still in the area, yet flying all over the map and finding nothing we had no choice but to leave the PVE. After we left the PVE we noticed that we got an half an hour ban for not being able to complete the PVE. Now I am trying to wrap my head around, how a glitched PVE where players have no choice but to leave deserves a AFK ban.
