It says where to find consultants in the wiki page link - "through the Zen shop Fleet Support Duty Officer Pack item". As to Barrett, he's a Temporal Recruitment Event objective reward.
Not that the wiki can be 100% reliable but they wouldn't have mentioned Fleet Mark variants if there wasn't some reason to. So it wouldn't surprise me if you bought and opened enough fleet support packs that you might eventually get one. Although previewing the page the FM versions require rare/very rare DOffs and I've had pretty terrible luck at that *AND* following the links to the support pack info there isn't any mention of consultants with the FM bonus.
They're in the Fleet Support Pack, but are extremely rare in appearance (I think they can be Rare or Very Rare as actual Doffs, but Consultants don't pop up that often and the Fleet Mark ones barely ever show up); check the various levels of Consultants on the Exchange. I'm pretty sure they go for many millions of EC when they show up.
